Intro

The website is not suiting the Agency or client needs. What can we do to fix it?

Our three-month qualitative and quantitative research brought to light several of sfhsa.org’s challenges and needs. Based on the synthesis of the findings, we recommend a number of steps that can be taken to build a strong foundation for the public facing website. This section details core requirements that will better the functionality of the website and strategies that can be implemented to improve how content is developed, organized and shared online.


User-Centered

Websites that work best take into account the preferences, knowledge and limitations of its users. They support an intuitive navigation and seamless completion of tasks in a quick and easy way. Conversation with SF HSA staff reveals acknowledgement of the need for a user-centered approach to serving clients. As one HSA Program Leader put it:

“(The website is) really dense with information and text, not easy to navigate from the client perspective.”

Why It Matters:

Client goals for using the website include: accessing information, applying for services and communicating with HSA staff. Specific tasks depend upon which service(s) a client needs and may include: qualifying for services, receiving and staying eligible for services or getting off of services.

How to Fix It:

  • Create clear navigation that priorities what people are looking for on sfhsa.org.

  • Suggested during a client forum: “a directory of valuable resources that we need, add maps and contacts: easy accessibility.” Another suggestion was for the website to “explain exactly changes to benefits or what is missing.”

  • Organize information into smaller pieces so it is easier to understand and digest.

  • As one client expressed during a forum, “stop with the big packets of paper. It’s good info but I’m not going to read that much. Make it easy to access it through the website.”

  • Filter content depending upon what different users are most likely to search for.

  • One person representing a community based organization said, “It wouldn’t take too much for the website to ask ‘who are you?’ and filter to show what’s applicable.”


508-Compliance

“We work with a community technology network with seniors and people with disabilities… they do often want access to our site and they just created their own because they couldn’t get access to our site.” —HSA DAAS Program Leadership

“Accessibility is one of the most important aspects of modern web development. Accessibility means the greatest number of users can view your content. It means search engines will be able to read your site more completely. Users of all types will have a better experience if you take accessibility concerns into account.” -18F, Internal Web Consulting Team to All U.S. Federal Agencies

508-Compliance is the legal requirement to make federal technology accessible to people with disabilities and aligns with the mission of HSA. A main accessibility issue is accommodating for the needs of people with impaired vision.

Why It Matters:

Assistive technology like text-to-speech software allow people who are visually impaired to read a website as rows of text. This works well when just reading words but it can cause problems when the software comes across an image. If images on the site are not labeled with a proper description or if the site contains hidden elements like access keys that conflict with the assistive software it can be hard for the site to be easily read by the visually impaired. Additionally, adding the ability for a user to change the size of the text makes it easier for people who have trouble reading smaller type to view information on the HSA site.

How to Fix It:

  • Add an alt attribute to the image that is succinct, yet equivalent alternative to the content and function of the image.

  • Remove the accesskey or be aware that the accesskey may conflict with user shortcut keys.

  • Add a text resizer plug-in on the website that allows the text on the website to change size.


Responsive

A website is responsive when it adapts to the digital platform (desktop, mobile, tablet) that people are using to access the internet. This allows for optimal viewing and a user friendly interaction experience, including easy reading and navigation.

Three of the four Human Service Agency websites we compared regionally (Santa Clara, Ventura, Riverside, San Bernardino) are accessible on mobile and desktop platforms allowing their clients equal access and experiences across digital platforms.

Why this Matters

45% of people trying to access SFHSA.org are doing so through mobile and tablet devices. (data from August 1st, 2014 - August 1st, 2015)

The current site is not optimized for mobile traffic, hurting both user experience, functionality and effective searches to find pertinent information for users.

“Our clients, even low income clients, have smart phones. We don’t use smartphone technology.” —HSA Program Leadership

The website is not keeping pace with the way the public is connecting to the internet and how users want to engage with content. This frustration with the website is summed up by a Community Based Organizations (CBOs) who said that the website was “worthless on mobile. Literally unusable.”

Many clients shared how they were looking for digital technology to make HSA more accessible through mobile. Common themes from clients included: “Make a mobile phone app for HSA” and “Allow workers to text and email clients.”

DAAS, FCS and Workforce Development have piloted tablets which are not optimized for sfhsa.org. Other HSA staff in the field could also benefit from an improved website on mobile devices. FCS staff see a future on mobile where they would be able to access information about clients, get their signatures, have Departmental protocols on hand and reduce the amount of time spent printing and doing paperwork from the office. As one HSA Program Leader told us, “to be mobile with laptops and smartphones, less commuting to the office–that’s 4 hours wasted time–that could be more time spent with client(s) in the field.”

How to Fix It

  • Work with DT’s responsive pattern library or design and develop a new site design that is responsive regardless of device being used to access the site.

  • Place an emphasis on all site tools and content being accessible and easy to use by staff and clients regardless of device.


Multilingual

The demographics of clients who are eligible for services in San Francisco have been changing over the last decade to include greater number of clients who are non-native English speakers.

Why it Matters

City and County mandates that all threshold languages should be met by government agencies. Further, making content, applications and communication available in these languages improves accessible for existing and potential clients. When asked how HSA might better help clients using the website to apply for, receive and maintain services, one third of HSA clients said they would like to choose their own language. Clients perceive that access to services favor English speakers. We heard this during a client community forum: “I need to talk to a real person in CHINESE. It takes long time for my language support. I think the English line is faster.”

How to Fix It

  • Enable website content to be easily read in different languages through a language translation plugin or by developing content for the City’s threshold languages.

  • San Bernardino, Riverside and New York City are making their websites language accessible by allowing all content on a website to be switched to a user’s prefered language using Google translate.

  • NYC’s AccessNYC website for lower-income residents features commonly spoken languages prominently at the top of the site.


“Website does not offer shortcuts to problems.” —Client feedback during community forum

The most important function of any website is for users to find information quickly and easily. Especially when they are in a crisis and looking for information to help solve a problem.

We’ve heard from clients, CBOs and HSA staff how difficult it is to search for information on the HSA website. People who aren’t familiar with HSA locate sfhsa.org through search engines like Google or Yahoo!.

What This Means

  • Top 10 things being searched for on sfhsa.org through Google Search (data from July, 2015)

    • “IHSS” is the top search. The organization shows up twice in top ten.

    • “Calfresh” is second highest search. “Food stamps” also appears within the top ten.

    • “Help for homeless families” shows up three times in top ten in different queries.

    • “General assistance” was number nine out of the top ten searches.

  • Top 1000 searches on Google that directed people to an sfhsa.org webpage (data from July, 2015)

    • 46 searches directed people to an sfgov.org page were typed out in Chinese and 16 in Spanish.

    • Queries related to “Emergency” or “Hotline” stress the importance of having a search tool on the website that is easy and accessible for when residents have an urgent situation that they need help with right away.

    • Other searches of note were for “Housing” and “Homelessness,” terms related to eligibility, locations such as “Office” and Center,” and “Accept EBT.” These indicate that people expect to be able to find out if they are eligible for services and where they can apply, access or use services from HSA.

  • Top ten pages visited from search from Google (data from July, 2105)

    • CalFresh
      • Five of the top ten pages related to CalFresh, including the Spanish version of the Food Stamp Fact sheets, where CalFresh can be used, and eligibility requirements for the program. There were 6713 pageviews related to CalFresh among the top ten pages visited.
      • The most visited form searched on sfhsa.org was the Food Stamp Fact sheets in English, viewed 2437 times.
    • Homelessness Services
      • The second most viewed page was for “Help for Homeless Families (with dependent child under 18 years of age).”
    • Also in the top ten
      • The HSA homepage ranked number six in pages visited to the site by search and seen 1049 times.
      • Other pages viewed in the top ten related to In-Home Supportive Services (viewed 1225 times) and General Assistance (viewed 826 times).

Search engine optimization (SEO): (SFHSA.org August 1st, 2014 - August 1st, 2015)

  • On-page Optimization
    • The physical content, such as the placement of keywords and code on a page, including HTML and META tags.
  • Off-page Optimization
    • Factors that have an effect on a website or webpage listing that are not controlled by HSA or the coding on sfgov.org. Examples of off-page optimization include how many times others link to that page. This is seen as a “vote” in a search engine, like Google, and affects how pages are ranked. HSA is well linked from other government sites, but not from community-based organizations.

Why it Matters:

  • Community partners are not linking to HSA.

  • Every webpage HSA produces gets a chance to rank in Google.

How to Fix it:

  • Improve the placement of code on a page, including HTML and META tags so that HSA will rank better, resulting in a more prominent search result display.

  • Encourage community partners to link to sfhsa.org.


Google Indexed over 130 Pages on Sfgov.org with an Error Message That They Cannot Be Found (data from August 2014 - August 2015)

Why it Matters:

  • Increases the number of users being sent to the wrong location.

  • Increases the number of site errors Google attributes to the site (reducing perceived quality of sfgov.org).

How to Fix it:

  • Create content management system protocol so when URLs are updated, a redirect is put in place to allow existing links to be updated

  • Fix existing URLs by adding 301 redirects for each


On-page Code and Site Resources Not Optimized for Search Engine Ranking (data from August 2014 - August 2015)

Why it Matters:

  • The current HSA website is missing the necessary code and structure (Robots.txt, XML Sitemap and updated META tags) to be optimized for search engine accessibility and ranking, limiting the number of users that will find and click results from Google and other search engines to find HSA resources.

How to Fix it:

  • Add these crucial technical capabilities to the site and submit them to Google and other search engines to improve rankings.

Site Not Optimized for Page Speed, Limiting Search Engine Ranking (currently receives a score of 77/100) (data from August 2014 - August 2015)

Why it Matters:

  • The current HSA website does not utilize compression, caching and minimization to increase loading speed (especially across low-bandwidth devices).

  • Search engines prefer faster sites.

How to Fix it:

  • Update site code to minify assets and utilize both caching and compression to create a faster site, which will rank higher in search engines.

Current URL Scheme Uses Numbers for Page URLs, Rather than Applicable Keywords (data from August 2014 - August 2015)

Why it Matters:

  • URLs that contain extensive number strings are hard to remember, share and don’t rank as highly in search engines.

How to Fix it:

  • Update site CMS (or switch to a new CMS) to use title keywords for the page as part of the URL, increasing social shareability and search engine optimization. See CMS Recommendations.

311 Uses the Website to Find Information, and Built Internal Information to Answer Questions about HSA (data from August 2014 - August 2015)

Why it Matters:

  • The HSA website does not have the level of detail 311 requires.

    • 311 has created information pages on their own internal website that has more information about HSA services than sfhsa.org.

    • 311 said, “For example, (one) particular internal page was titled ‘HSA facilities’ on our end, provides contact information and an escalation methods, whereas the webpage itself only gives physical addresses.”- 311

How to Fix it:

  • Create different paths on the website to help different users find what they need. We heard this from clients and CBOs.

  • “It wouldn’t take too much for the website to ask ‘who are you?’ and filter to show what’s applicable”-CBO feedback

  • “Separate in a visible way each service (eg: Food Stamps, VA Benefits, Unemployment, GA, SSA).”-Client feedback

Actionable and Sustainable Content Strategy

Content Strategy is the principle of systematically organizing all elements of the website, including the body copy, images, links, media, and more. It ensures that content is consistent in voice and tone to reflect the overall mission of the Agency. It is relevant, up-to-date and considers users literacy level and culture. Content needs to be organized in a way that is searchable and accessible. Providing good governance is essential in maintenance and sustainability.

A Successful Content Strategy is:

  • Relevant
    • Organises information so that it speaks to users’ needs:

      • Deliver on what users are coming to the website for.

      • Be mindful of how users want to engage with content.

      • Help users make informed choices.

  • Current
    • Regularly update content on the website and label each page by date it was updated:

      • Allow users (clients, staff, CBOs, etc.) to trust the website content as an accurate source of information.

      • Champion the website as an authoritative shared resource for information.

      • Make use of social media to communicate important updates and messages while also engaging with questions from clients and CBOs.

  • Considerate of literacy level
    • Respect the diversity of reading levels and language preferences of users and their familiarity with technology tools.
  • Consistent
    • Multiple content authors create content with one voice and style for a consistent experience for the user from page to page.

Why it Matters

Content strategy makes communication clear, expected and consistent. A strategic plan makes it easy to develop and update content, produce a streamlined workflow that spells out who is responsible for creating content and where and how a user interacts with the content. Good governance is essential in the sustainability and management of content creation.

How to Fix It

  • Develop a Content Strategy Guide that is the source for how content is shaped for communicating with the public through the website and social media.

    • This guide will be a resource for staff tutorials for developing content and a quick reference for all staff to confirm their content meets HSA standards.

    • Explain social media etiquette and protocols outlining acceptable posting behavior. Address who is responsible for social media posting, monitoring and communicating with the public through authorized platforms.

    • Outline responsibility of content approval and publishing process to establish ownership so that content conforms to the guide and the publishing schedule.

Effective Social Media Strategy

A social media strategy helps determine how an organization presents itself in digital public spaces (Twitter, Facebook, Instagram, etc.), what it communicates and how it engages with its followers or other visitors to its social media pages.

For an organization like HSA, social media has many uses: to raise awareness about programs, to correct misperceptions; to provide customer service; to add value by identifying good third party content that could help clients.

Why it Matters

“We are meeting the people where they are and then draw them to our website to get more info or do things…it’s not about entertaining, it’s about showing how the Agency cares.” -Social Media Manager, SF Public Utilities Commission (PUC)

“(Residents) expect government to be available” similar to other service providers. Social media goes beyond a one way publishing stream (ex. a press release). It provides an opportunity to connect with audiences where they are, and in a way they are learning information and engaging with content. Sharing content and engaging with the public regularly and in a consistent manner gives people a reason to visit an organization’s website, and sets expectations when engaging more fully with that organization. A lack of a clear strategy runs the risk of people posting content to the public on behalf of an organization in a way that is inappropriate or inconsistent with the organization’s message and mission.

How to Fix It

  • Define who is responsible for managing all aspects of social media, including content creation, publishing, monitoring social media traffic and replying to questions/comments.

  • Create a social media posting schedule that determines who posts content, what is posted, and on what channels.

  • Develop “community guidelines” saying that no inappropriate comments are allowed. If abused, it’s important to contact that person directly to tell them why.

  • Incorporate social media widgets on sfhsa.org to promote HSA’s social media streams and encourage sharing website content.

  • Implement “Hoot Suite” or other tools that posts to multiple different social media accounts at once (e.x., YouTube, Twitter, FaceBook, etc.) rather than doing so on each account separately.


Built With Website Transparency in Mind

“People are mistrustful of the system, for lots of good reasons actually, it would be nice if we could be transparent with them.” -HSA Program Leadership

“It’s a complex system because of requirements. The way that families are moved through the system, it’s hard for them to understand.” -HSA Program Leadership

The experience of navigating a transparent digital content is a clear and easy process. Transparency creates an understanding of when things will happen, what’s next and what part of the process a client is experiencing. By making the overall process of engaging with HSA visible, users know what to expect at each step of their service experience. A common theme clients and CBOs shared with us was the importance on “clarity on next steps from being a user of services.”

Why It Matters:

  • Transparency creates clarity on the process and trust with the Agency by making it clear what part of the process clients are currently in, what happens next, what each party is responsible for getting to the next step.

  • In two forums held with current clients of HSA services there was feedback saying that the experience of engaging with the HSA on the public facing website would be improved if the website was able to “allow you to make changes to your case via the website” and “show the information and explain exactly changes to benefits or what is missing.”

Clients also had a hard time using the website and felt that “HSA should add a tech support service group, showing clients how to use these services online!”

How to Fix It:

Clearly Showing the User Journey

Creating a user journey map will visualize how services work, who is involved and what happens when. A user journey takes place over a series of steps which may include: awareness of a service; accessing a service or being enrolled; receiving services; maintaining, reapplying or exiting the service.

An effective User Journey provides:

  • Visibility and context of where users and the Agency are in the process.
  • Options to help users make the right choices.
  • Connects users to resources along the journey.
  • Clarity on how long long certain stages in the process can take.

Note: the user journey of a service may be distinct for different types of programs. For example: the process of reporting child abuse versus applying for Medi-Cal.

Tutorials

Step-by-step tutorials are another option in increasing client engagement and transparency. By detailing the process, clients are able to understand the steps and better prepare for when problems might arise.

Video tutorials on the HSA website with staff at their desks talking about their roles and where they fit in the service process could make accessing and participating in an HSA or DAAS program easier and quicker.

    • Content written in plain language and an interface is clean and easy to navigate.


Incorporates Feedback Loops

“There has to be loopback…you want somes sense of—are (clients) opening your message?—that they are getting this information.” —HSA Program Leadership

Channels for soliciting feedback can take place in different ways: as a survey after a visit to the HSA website, at the end of a phone call with a client or email, or while a client is searching for information on the website in a pop-up chat window. Passive feedback channels may show when a client has opened an email informing them of an update to their case or new policy information, web pages viewed frequently, or what people are searching for on sfhsa.org.

Why it Matters

Feedback from users on the website and in other client interactions will allow the HSA to understand what information people are seeking, how they want to use the website and what are their roadblocks.

Feedback opportunities also give clients a platform to know their concerns are being heard. Creating channels to receive feedback will let HSA staff know if the public can find what they need to comply with guidelines, complete a form or maintain eligibility.

A specific need for feedback that HSA Executive Leadership expressed was to understand client app usage, “EBT Locator is the only app for public, but barely used/no feedback really.”

How to Fix It

  • Helpfulness/Happiness Surveys

    • Develop short surveys to track the helpfulness of an interaction with the HSA and how that experience made the user feel. This can be done online and over the phone with simple surveys asking people to rate their experience.
  • Multiple Communication Channels

    • Introducing multiple channels for communication (phone, online chat, text) allows the public to interact with the HSA in ways that easiest for them with the communication tools they access.

    • Text messaging: Within HSA, Family and Child Services (FCS) staff communicate with their clients through text and Promptly is being used in CalFresh and some other programs.

    • Email: A local example of an accessible client feedback loop is Santa Clara website’s “email us” option. It has a drop down to pick which department a user would like to communicate with and their “feedback” button for quick comments to the Agency.

  • Track Email Engagement

    • Email services like MailChimp allow one to know if others opened an email and what links were clicked within the email.

    • This type of service would help HSA staff to track communication sent to clients and pinpoint what information clients may have used.

  • Track Web Traffic

    • Monitoring page views and search results on sfhsa.org on a regular basis will help HSA to know where people go and what they use on the website. This could help shape priorities on content development of the site and the necessary staffing to support it. This content could be used to show website users what others are searching for or using on the site, helping to prioritize the most relevant information to users.

      • A concept being developed in Oakland for residents to see a live tracking system of search terms, top pages and current traffic on the site. It anonymously shows how many people are seeking the city’s help through online means and for what they are searching.

Shareability

Sharing information enables HSA to foster dialogue within and outside the Agency, allows processes to improve by learning what works best and building on it. Digital tools and practices for sharing allow multiple people to collaborate, access information together and improve communication inter-departmentally, with CBOs and clients, and between clients.

      • We heard from CBOs in our community forum their ideas to improve the experiences of clients and community partners through technology which included “DPH collaborating with HSA—a lot of services that they (offer) that HSA doesn’t know about and vis versa”

      • Make better use of intranet collaboration tools, including intranet collaboration tools to sign up for meeting rooms

    • Create a continuous improvement loop

      • Develop a resource blog or other place where common materials and best practices could be shared and inter-departmental advice could be solicited.

      • We heard from CBOs that shared access across programs would help them collaborate more with HSA and serve clients better.

      “You almost need an intranet that other agencies could use. There is a lot of info that the public shouldn’t have access to or is not important. A private facing intranet for HSA and partner organizations to communicate to each other and access documents. The HSA could have a basic site for client needs and one to dive deep if you are different stakeholders.” -CBO forum feedback

Sharing information and resources can help HSA staff do their jobs more effectively and efficiently, and better how staff, CBOs and clients share resources and know of available programs their requirements. As an HSA Program leader expressed, “I think there is a lot of work we are doing that people don’t know about.”

How to Fix It

  • Protocols/Tools to Reduce Siloing by Encouraging Collaboration.
